Sacrifices have a level that is equal to the value of the sacrifice + the authority you can assert over the target.

Authority Level

1	Can argue some kind of authority
2	Have some kind of authority accepted by lower ranks
3	Control sacrifice with force
4	Legal owner according to most
5	Undisputed owner
